Agenda item 169. The disgraced Election Administrator Longoria is once again blowing through millions of the Counties funds for the upcoming May 24th election. Not long ago, under Republican leadership, the Presidential Elections and local elections would only cost the county ballpark of $3 million. Then the Democrats took over, and our Presidential Election in 2020 ballooned out to $42 million and now local elections are costing county taxpayers $30+ million.
According to the Elections Department:
Elections have seen increased election activity with two countywide elections occurring in May. These election activities are projected to exceed existing resources and require additional funds to sustain planned service levels. Elections also received invoices for temporary staffing from the previous fiscal year that were not budgeted for in the current fiscal year. To satisfy both of these needs, EAD is requesting approval for funding in the amount of $5.5M to be transferred to Dept. 516 for the following -
• $2.5M for the expanded elections activities
• $3M for the previous fiscal year invoices.
To address the operational challenges encountered in the March 2022 primaries, EAD is requesting approval for funding in the amount of $343K to be transferred to Dept. 520 for the following -
• $238,884 for 8 additional full-time techs to address issues with voting equipment and requests for service calls
• $44,053 for an additional full-time communications coordinator to meet the diverse language needs related to voting materials, education and outreach
• $17,000 for 50 phones to increase the capacity to field calls during elections from voters and election workers
• $15,000 for high capacity printers to better handle the bulk printing needs including training materials, sample ballots, etc.
• $29,000 for shelving and supplies for the department’s storage facilities to create efficiencies in equipment storage and distribution.
The Election Administrator will continue working with OMB to develop baseline budgets that provide for the effective and efficient delivery of election activities. The departments will also work together to analyze the total costs for each election over the last year. The FY23 budgets for elections will include comprehensive projections for each scheduled election and incorporate recommendations from the Fors Marsh assessment.
Expected Impact:
The requested transfers will come from the general fund reserve for unbudgeted needs (Dept. 202) and provide the financial resources needed for the increased election activities in SFY22. This will increase the Election Administration department’s core capacity and efficiency. The total financial impact of the requests is $5.8M in SFY22. The annual impact starting in FY23 of the additional full-time positions is $669k

County Administration 15. Request for approval of a Final Investment Memo for the Procurement of Electric Vehicles (EV) and Procurement and Installation of Electric Vehicle Supply Equipment (EVSE) for Engineering and Toll Road for the Electric Vehicle Pilot project for an initial amount of $1,389,322 and request for approval of initial commercial paper funding for Universal Services in the amount of $560,000.
How many EV cars will $1.38 million is going to get the county? 19 cars, for the price tag of $79k per vehicle… Yeah, the same price as a Range Rover.
Agenda 301. Request by the Office of the Purchasing Agent for approval of a public health or safety exemption from the competitive bid requirements and that the County Judge execute an agreement with Dascena, Inc. in the amount of $6,000,000 for laboratory testing services for COVID-19 for Public Health Services for the period of May 10, 2022 - January 25, 2023.
Dascena, Inc. is a 3-person company, why is the County Judge awarding a no-bid contract for $6 million to conduct COVID testing? You can check the website here By the looks of things, at the pro abortion rally. The Democrats don’t seem to be all to worried about COVID.

293.Request by the County Judge for approval of a resolution opposing the extreme position voiced in the Supreme Court draft opinion that would overturn Roe v. Wade and calling on Congress to take immediate action to protect the rights guaranteed by Roe v. Wade in the United States.
Lina Hidalgo will be introducing the resolution requiring ALL Commissioners to sign the declaration. I presume if Commissioner Ramsey and Cagle don’t sign her partisan political resolution, Lying Lina will go on Twitter and try to shame the Republican Commissioners and sick her little libtard army on them. Hidalgo seems to forget that we live in America, where freedom of religion should be respected, even if it doesn’t align with her political agenda of killing unborn babies.

The Office of Elections Administration and Office of County Administration need volunteers to pick-up and process election night equipment for the May 7th Local, General, and Special Elections. Throughout the night we will pick-up election equipment, and document and process ballot boxes (also known as Scans) to provide voting records to the Central Count Committee to tally and count the unofficial election night results.
