In the most recent development concerning the murder of twelve-year old Jocelyn Nungaray, controversial Judge Josh Hill has been assigned to the murder Case. Over the last several years, Hill has been infamous for handing out low bonds and delaying justice for criminal victims.
In January 2023, A 43-year-old man was taken back into police custody after threatening his alleged kidnapping victim and not following his house arrest orders.
Aubrey Taylor was initially arrested in December of 2022 and charged with aggravated kidnapping and assault on a family member.
Records show that Taylor abducted a woman he was in a relationship with on December 27, 2022. During the kidnapping, Taylor reportedly chocked the woman with his hands.
Taylor’s bond was set at $1 per charge by Judge Josh Hill. He posted the $2 bail on January first 2023
According to online records from Harris County District Courts, there were 29,733 active criminal cases in May. Of the cases, 23% were in the court system for over 361 days. Out of Judge Josh Hill's courtroom, , the number spikes up to 37% of cases lingering for more than 361 days.
The DA's office requested a $1 million dollar bond for each suspect. Why no bond? Under Texas law, capital murder for a child between 10-15 years old doesn’t fall under the death penalty. To request no bond, DA would have to have an 11B hearing.
that hearing would require them to put up evidence and reveal strategy, which they aren’t prepared to do right now. But, that could change. If there was a sexual assault, then it WOULD fall under the death penalty and the suspects would be eligible for no bond without a hearing
Franklin Jose Peña Ramos, 26, and Johan Jose Rangel Martinez, 22, are both charged with capital murder in Nungary’s death. According to U.S. Immigration and Customs Enforcement, the two "illegally entered the U.S. without inspection, parole or admission by a U.S. immigration officer on an unknown date and at an unknown location." ICE said they are being held on immigration detainers at the Harris County Jail.
Ramos and Martinez were scheduled to go before a judge Friday afternoon but waived their appearances. Both defendants are expected to appear in front of Judge Josh Hill in the 232nd District Court on Monday.
In most recent developments, it has been discovered that one of the men had removed his GPS tracking device upon entering our border illegally.
Here is another example of the leniency of cases in Hill’s courtroom. Hill released a defendant on low bond only for Tatum to commit another murder. Bond was set at $50k
Treveon Tatum was charged murder.
While Tatum was out on bond, he was charged with another murder in 2022.
"The justice system is set up for the defense in Harris County, not the victim," Johnson said.
Court records show Tatum has had 30 court appearances set, but many never happened. The defense reset a majority because of attorney changes, and prosecutors requested others because of scheduling conflicts.
