Harris County Spends $26 Million for a One-Year Contract with IBM

Why is Harris County spending $26 million on a contract with IBM for just one year?

This contract RFP was facilitated through Barbie Robinson’s ACCCESS program which was funded through the American Rescue Plan Act.

Apparently, IBM is handling the technology infrastructure. Meaning they are setting up all the programs and databases.

So far, we have found that Barbie Robinson was instrumental in the role of nearly bankrupting Sonoma county through all the new programs and vendors in which she brought on during her time employed as health director. It appears that Ms. Robinson is doing the same damage here in Harris County through the programs and vendors in which she has used that have been implemented since she was onboarded. One might go far enough to say she was brought here to bankrupt us and enrich big pharma and big tech.

Barbie was part of the California policy lab, similar to the Texas policy lab that Laura and John Arnold funded for $6.6 million in 2018, 2 years before we got hit by the pandemic. The lab dictated COVID policies for the county. What did Laura and John Arnold know?

Before Robinson’s move to Harris County in May 2021, she served as Director of Sonoma County Department of Health Services (DHS) for five years while concurrently serving as the Interim Executive Director of the Sonoma County Community Development Commission in California for over a year.
Robinson’s leadership was instrumental in the formation of Sonoma County’s ACCESS Initiative, model that helps vulnerable individuals achieve self-sufficiency and well-being. While at DHS, she prioritized the Department’s emergency preparedness efforts, led the County’s COVID-19 emergency response, and oversaw the emergency responses during the County’s wildfires in 2017, 2019 and 2020. She also led the County’s emergency response to address the County’s largest homeless encampment in 2020. Dema Consulting and Mangement, a vendor Barbie brought on in Sonoma for the homeless is currently being audited for double billing, amongst other billing practices. They are currently being audited here in Houston as well.

Prior to her executive experience at the local level, Robinson spent 15 years working for the Centers for Medicare & Medicaid Services (CMS) overseeing the administration of Federal healthcare programs including Medicaid, the Children’s Health Insurance Program, and the Medicare Fee-for-Service program.

Barbie created a COVID PANDEMIC DIVISION:

Cost $17 million for 6 months

69 new positions

The division is still taking millions from the county.

Apparently the COVID division will cost the county nearly $60 million through PIC GRANTS

Interesting side note: the California policy lab was funded by ARNOLD VENTURES AND BILL AND MELINDA GATES FOUNDATION.
