Mexican National and Alleged Alien Smuggler Indicted on First Material Support of Terrorism Charges Against CJNG Member
María Del Rosario Navarro, a 39-year-old Mexican woman, was indicted in the U.S. for allegedly providing material support to the Jalisco New Generation Cartel (CJNG), designated a foreign terrorist organization by the U.S. in February 2025. Arrested in Mexico on May 4, 2025, Navarro faces charges in the Western District of Texas for conspiring to supply grenades, firearms (including a gold-colored AR-15 dubbed “El Dorado”), and cash to the CJNG, as well as smuggling migrants and drugs like fentanyl and meth. This marks the first time a Mexican national has been charged under new U.S. terrorism laws targeting cartels, following President Trump’s January 2025 executive order. Two Mexican men were also charged with gun trafficking in the case. U.S. officials, including Attorney General Pamela Bondi and FBI Director Kash Patel, emphasized the charges as a warning to cartel supporters, while critics warn the “terrorist” label risks overreach against civilians. Mexico’s security minister confirmed Navarro’s CJNG ties, and the U.S. Justice Department acknowledged Mexican cooperation.
