Abbott is correct. Prohibition is proven to be failed policy.

New policy should provide restrictions on use and serious consequences for illegal actions. Control, not prohibition.

Prohibition only fails where there is corruption or a lack of will to enforce the law. It should be regulated, not banned, because it has medicinal value — not because prohibition is a big fail.
