Texas law explicitly prohibits noncitizens from voting, with severe penalties for those who attempt to do so. The state has mechanisms in place for identifying and removing noncitizens from voter rolls, including checks against Department of Public Safety (DPS) data for noncitizen status.

Texas requires voters to present one of seven acceptable forms of photo ID when voting. However, there's been confusion or controversy around whether limited-term driver's licenses or ID cards, which are issued with a notation indicating non-U.S. citizenship, could be used for voting..
