I entirely agree with your statement about tragic corruption, and the movement in that direction has been so evident that I broke ranks years ago and diverted my own charitable giving to a local evangelical ministry that feeds the poor every day and has almost no administrative overhead.
Catholic Charities is an organization that operates internationally. Their rightful mandate is to feed the poor and help the sick in their own homes and communities, not transport anyone across national boundaries or divert funds to retaining economic migrants within communities that they have entered unlawfully.
Ultimately, I suppose, it all comes down to the way that organizations reflect the attributes of their constituent members.
