Harris Counties Judge Lina Hidalgo called two emergency meetings in Commissioners Court to address nursing shortages in our counties and city’s hospitals. These shortages were caused by the vaccine mandates, many nurses ended up quitting their jobs. The ones who complied with the hospital’s mandate and took the vaccine seemed to all end up sick with the Omicron Variant. What is extremely alarming is, the hospitals in Houston have over 1 billion in reserves, so why is Hidalgo using the county's money to staff the hospital’s shortages?
I began to look into the county’s auditor’s department and found the invoices to Angel Staffing Inc. began almost immediately once this RFP passed in Commissioners Court. The invoices totaled up to exactly 28 million. I am still currently trying to figure out how the county went about choosing this specific agency, since it is owned by only two women.
Interestingly, within three days the county began to receive invoices from Angel Staffing INC. for Texas Children’s, St. Lukes’s, Memorial Herman, and Methodist Hospital. Keep in mind, all of these hospitals are privately owned and have made a fortune off of each Covid 19 case. Again I will ask, why is our county providing the funding for these hospitals for assistance in staffing shortages? Shouldn’t the hospitals be responsible for replenishing the nursing staff if there were staffing shortages caused by their unconstitutional vaccine mandates?
Pictured below, is just a few of the invoices which were paid out to Angel Staffing, if you go to the county’s Auditors Vendor Payment Search and type in “Angel Staffing Inc” you will find hundreds of invoices that total nearly 29 million dollars.
When I looked further into the Angel Staffing Inc. website, I found that the staffing company was involved with assisting in the 2010 Haiti Earthquake.
Recently, I found that the county had awarded Angel Staffing Inc. $770,534 for their temporary healthcare from the period of August 30, 2021- December 31, 2021. I found this to be perplexing since the invoices that were paid out from the county’s auditor department was a great deal more than the amount listed below, nearly 28 million. Why would the county present the settlement for millions less than what the county awarded Angel Staffing Inc.?
One thing which I could not understand from the invoices for Angel Staffing was the large invoices specifically for Texas Children’s Hospital. Children are less likely to end up hospitalized with COVID-19, why was Texas Children’s dealing with, “burn out and staffing shortages” according to Harris County Judge Lina Hidalgo. As you can see the rate for these traveling nurses was pretty exorbitant, some were making 160/hour others were making 232/hour. Another catch with the hospitals outsourcing the nursing staff, the nurses didn’t have to take the vaccine nor was the Hospital responsible for health benefits.
One of the nurses who’s name I pulled from the Texas Children’s invoice, Maika Toussaint, I discovered was a nurse practitioner for Planned Parenthood.
The only conclusion which I can come to, as to why Texas Children’s Hospital was dealing with “staffing shortages” was from the hospital mandating the vaccine. I have observed that most people I know who received the vaccine ended up sick with COVID.
Angel Staffing’s current clients were listed on their website as being predominantly army bases, specifically air force bases.

Shortly after receiving nearly 29 million from our county, Shannon Ralston, the CEO, of Angel Staffing bought country singer George Straights home link. Interesting that Ms. Ralston made such a large purchase, I’m curious if this has anything to do with Texas Homestead laws?
Additionally, Angel Staffing announced they were spending $369,500 to build out 5,877 square feet of new office space in San Antonio. It seems a bit questionable as to why a company that only has two owners, would need such a large office space.
