Why Has Harris County and the City of Houston Entered into a Interlocal Agreement for Natural Disasters?

Watch as precinct 3 commissioner Ramsey introduces a motion to enter into a interlocal agreement with the city of Houston for natural disasters. Apparently, our county has 33 interlocal agreements with other cities, but not Houston.
