Please break this down a little more. I’m trying to understand what Harris paying for the properties and is the developer rehabbing and raising rents? Sorry for my ignorance in the matter.
Lakeside Place PFC is behind a lot of these so-called "affordable housing" properties, including he complex where I live which was taken over last year unbeknownst to me and my fellow neighbors. I'm sure you've seen Wayne Dolcefino's reporting on this issue; if not, it's worth checking out.
Hopefully, what was passed by the TX Lege to stop the rubber-stamping of these deals will make it harder for these PFCs to be approved. Unfortunately, the damage has already been done to so many nice, existing apartment properties around Houston, nearly all in wealthy areas.
