As of February 16th, Harris County has hit over sixty seven thousand evictions in a eleven month period (Link) I found this to be odd since I have seen our counties commissioners court allocate 100s of millions to Rental Assistance.
On November 30th the county Judge Lina Hidalgo awarded over $125 million for Emergency Rental Assistance. (Link )
The county also awarded another four hundred and sixty thousand to the Alliance of Community Assistance Ministries for rental assistance on 11.30.21 Link
On September 24th, 2021 the county awarded another twenty one point four million to the Catholic Charities for Rental Assistance. (Link)
What is interesting with the Catholic Charities contract, BakerRipley was involved with handling legal representation. Remember how Felix Fraga of Baker Ripley is tied to the Catholic Charities and Rodney Ellis? (Link)
On September 14th, 2021 the county commissioners court awarded Guidehouse LLP seven hundred and seventeen thousand for Rental Assistance. (Link)
Upon further inspection, I found that Guidehouse LLP is a consulting firm, so why was our county awarding seven hundred and seventeen thousand for “rental assistance”Guidehouse Link to a consulting firm?
The county has awarded Guidehouse millions of dollars in the COVID section. So there’s three consulting firms which have been receiving large contracts in the county: Boston Consulting, Guidehouse, and PFM consulting.

On February 26,2021 the county awarded another 202 thousand to the Alliance of Community Assistance Ministries(link)
On November 30th, the county awarded Baker Ripley 2.2 million for “rental assistance” Baker Ripley Contract
Our county and city allocated over 300 million in rental assistance. So why are we experiencing one of the largest eviction rates in the country? Also, bear in mind there was a eviction moratorium, so something isn’t quite adding up here.
It would be unfortunate to find out that the money ended up in one of Rodney Ellis’s friends pockets.
Another agenda item the county passed for the Emergency Rental Assistance Program [ERAP] are the organizations they chose which seem a bit suspect: “federal Emergency Rental Assistance Program (ERAP): *Chinese Community Center*, East Harris County Empowerment Council, Hope Disaster Recovery, Humble Area Assistance Ministries, Northwest Assistance Ministries, and the *YMCA* of Greater Houston.”
